Go to the small building that holds the TC Pad.

Inside is Grisham Axebow.

Say "Hi" and a gump will appear.

*(May have to do a few times to get him to respond.)*

You must have 100 gold on you for each contract you want.

1 contract = 100 gp's, 2 contracts = 200 gp's, etc.

When you accept, the empty bounty contract will be in your pack.

Now go out into the world, kill the Npc you were contracted to.

Double click empty contract and target corpse to fulfill the bounty.

When finished, head back to Grisham Axebow and turn them in.

You will get your gold back, plus the bounty amount.
